Activate an existing delegation

Returns the delegation transaction that should be signed and broadcasted on the client. The transaction will use already initialized stake account and delegate the staked SOL to Stakefish.

200The serialized transaction can be rehydrated on the client where it should be signed by the fromPubkey account. The transaction contains the instructions to initialize a new StakeAccount and delegate to the stakefish vote account.
